چکیده

Theoretical predictions and empirical evidence on the impact of foreign aid and fiscal policy on growth are mixed. This paper examines the effect of fiscal variables (government expenditure and revenue) and aid on growth using annual time series data for Kenya over the period 1964 – 2002. Multivariate cointegration (VAR) and vector error correction models (VECM) are estimated to establish both the shortand longrun relationships between foreign aid, fiscal variables and growth of per capita income. Two measures of aid are used; external grants and loans, and both yield different results. Aid loans are found to have a negative impact on long run growth whilst grants have a positive one. Government spending is found to have a positive long-run influence on growth, and there is no evidence that taxes retard growth. The implication for policy is that aid to Kenya could be more effective if given in form of grants, and associated with fiscal discipline. Outline

The Effects of Oil Price Shocks on Discretionary Fiscal Policy in Selected OPEC Countries: Panel Structural Vector Autoregressive

The present study was aimed to investigate the effects of oil price shocks on discretionary fiscal policies in selected OPEC countries during 1980-2015. In this regard, the heterogeneous dynamic reaction to structural shock was examined using Panel Structural Vector Autoregressive (PSVAR) technique. Based on the findings, the effect of oil price shocks on discretionary fiscal policy was positiv...

Modelling the Fiscal Effects of Aid: An Impulse Response Analysis for Ghana

An important feature of aid to developing countries is that it is given to the government. As a result, aid should be expected to affect fiscal behaviour. Traditional approaches to modelling fiscal effects are beset by theoretical and empirical problems. This paper applies techniques developed in the ‘macroeconometrics’ literature to estimate the dynamic linkages between aid and fiscal aggregat...

Fiscal Dynamics in Ethiopia: The Cointegrated VAR Model with Quarterly Data

This paper uses the cointegrated vector autoregressive (CVAR) model to assess the dynamic relationship between foreign aid inflows, public expenditure, revenue and domestic borrowing in Ethiopia. It departs from the existing literature by using a unique quarterly fiscal dataset (1993-2008) and providing new insights into the formulation of testable fiscal hypotheses. The paper also derives and ...

WIDER Working Paper No. 2013/101 A timeseries analysis of the impact of foreign aid on central government’s fiscal budget in Uganda

A dynamic relationship between foreign aid and domestic fiscal variables in Uganda is analysed using a cointegrated vector autoregressive model over the period 1972-2008. Results show that aid is a significant element of long-run fiscal equilibrium, is associated with increased tax effort and public spending, and reduced domestic borrowing. Shocks to tax revenue are the pulling forces, while th...

The Interactive Relationship between Economic Growth and Foreign Direct Investments (FDI): A VAR Analysis in Iran

T he impact of FDI on economic growth is neither homogeneous, nor completely clarified. However, the impact of FDI on economic growth is not so shaped up in empirical studies. Accordingly, while some studies remarked a positiv...
